Council’s performance highlighted in Annual Report 2024-25

Lockyer Valley Regional Council has officially adopted its Annual Report 2024-2025.

The statutory document, which outlines Council’s financial and operating achievments and performance from 1 July 2024 to 30 June 2025, was adopted at a Special Meeting of Council held today.

Mayor Tanya Milligan said the Annual Report demonstrates how Council performed against its outcomes and service delivery commitments set out in the 2022-2027 Corporate Plan.

“Among our key achievements for 2024-25 was adopting several strategic documents, including the long-awaited Lockyer Valley Planning Scheme – the first Planning Scheme to encompass the region as a whole,” she said.

“We built the new Lockyer Waters Community Centre, installed a new basketball half-court at Lake Apex, delivered 15 major events and supported another 22 community-led events.

“In response to the housing crisis, we amended a subordinate local law to allow family and friends to reside in a caravan on a resident’s property for up to six months in a year.

“We adopted Council’s Waste Management Strategy 2024-2030, providing the framework for sustainable waste management services, and we acquired the necessary parcels of land to facilitate flood mitigation options for Laidley and secured State Government funding.”

It was another busy year for roadworks, with crews rising to the challenge once again following flooding from Ex-Tropical Cyclone Alfred.

“Our crews re-instated our road and drainage network that was impacted by flood events in January 2024 and March 2025, and conducted daily maintenance and major preventative programs such as bitumen resealing,” Mayor Milligan said.

“We determined 254 development applications, 21 exemption certificates and responded to 343 building, plumbing and planning information requests.

“We also made updates to a range of strategic land use planning policies to ensure our nature-based areas are protected and used appropriately for generations to come.”

Deputy Mayor and Finance Portfolio Councillor Chris Wilson said another highlight was continuing Council’s tradition of operating responsibly.

“2024-25 marked our eighth straight year of surpluses, demonstrating this Council’s commitment to operating within its means,” he said.

“We have no debt now, and none forecast, and are in a strong financial position ready to meet future opportunities.”
