Infrastructure Charges Resolution
Council levies infrastructure charges under the Lockyer Valley Infrastructure Charges Resolution (No 10) 2026 (the Charges Resolution). This applies to development approvals from 16 July 2026.
The Charges Resolution provides the basis for the calculation of infrastructure charges and sets out Council’s policy position on:
- The criteria to be applied in deciding if development infrastructure is trunk infrastructure;
- The method to be applied for calculating the establishment cost of trunk infrastructure where an applicant is required under an approval condition to provide land or works for trunk infrastructure; and
- Whether an offset or refund applies, and if so, the details and timing of the offset or refund.
Infrastructure charges levied on development will be indexed in accordance with the Charges Resolution. The Department of State Development, Infrastructure, Local Government and Planning’s Producer Price Index (PPI) calculation spreadsheet can be referred to for assistance with calculating the increase.

Infrastructure Charges Register
Under the Planning Act 2016, Council is obligated to keep a register of all the Infrastructure Charges levied by Council. The register is updated on a monthly basis.
