Grantham Structure Plan
At the November 2025 Council Meeting, Council adopted the Grantham Structure Plan.
The Grantham Structure Plan (GSP) provides a strategic framework and medium to long-term vision for growth in the flood-free Grantham Structure Planning Area (GSPA), situated south of the Warrego Highway. The GSP will be used as an advocacy tool to secure funding for critical infrastructure, which is needed to support future development. About 417 hectares of land in the GSPA has been identified as potentially suitable for development. A preliminary estimate based on the land area suggests the GSPA could accommodate 2600 to more than 3100 homes in the next 50-plus years, supporting a future population of 7000 to 8400 people.
Council held community workshops to seek input from the Grantham community, and their feedback and aspirations have shaped the GSP.
The main goals of the GSP are to:
- enable safe, flood-resilient housing, business and job opportunities;
- improve transport and infrastructure, ensuring flood-free connections and upgraded water and sewerage;
- boost economic growth by taking advantage of the area’s location near the Warrego Highway and future Inland Rail;
- protect and integrate natural areas, open spaces, heritage sites and community facilities to preserve the local character, lifestyle and biodiversity.
In the short-term, Council will investigate opportunities to resolve infrastructure constraints.

Growth Management Strategy
Council is working towards delivering a Growth Management Strategy (GMS) that will provide a framework to guide and manage growth in the region to 2046. The GMS will assist in ensuring the Lockyer Valley remains a desirable place to live, work and play.
Council’s GMS seeks to develop a practical, flexible and wide-ranging policy framework that strengthens housing choice and economic growth, without compromising the natural, agricultural, social and cultural integrity of the region.
Council will seek information and input from the community in 2026. Further information about this project will be release on the Engagement Hub.
