Infrastructure Planning

Council plans and delivers essential infrastructure to support growth and maintain the region’s liveability. This includes roads, stormwater systems, parks, and community facilities. Infrastructure planning ensures development occurs in an orderly, cost-effective way and meets community needs now and into the future. A local government infrastructure plan (LGIP) helps Council plan for growth and ensure infrastructure is provided efficiently and sustainably.

Local Government Infrastructure Plan (LGIP)

The Local Government Infrastructure Plan (LGIP) is a statutory document prepared under the Planning Act 2016. It is a long-term plan that:

  • Integrates infrastructure planning with land use planning.
  • Identifies existing and future trunk infrastructure for transport, stormwater, and parks or community facilities.
  • Sets desired standards of service for these networks.
  • Provides a schedule of works and maps showing where infrastructure will be delivered.
  • Forms the basis for applying conditions and infrastructure charges on development approvals.

The LGIP helps Council plan for growth and ensure infrastructure is provided efficiently and sustainably.

  • A Local Government Infrastructure Plan (LGIP) was adopted by amendment in May 2018.
  • An interim LGIP amendment was adopted on 19 June 2024.
  • An administrative LGIP amendment was adopted on 17 July 2024 to integrate the LGIP into the Lockyer Valley Planning Scheme.

The current LGIP was adopted in May 2018, and an interim LGIP amendment was adopted on 19 June 2024. The LGIP was integrated into the Lockyer Valley Planning Scheme through an administrative amendment on 17 July 2024.

Council is reviewing the LGIP adopted in 2018 and will prepare an updated version to align with the Lockyer Valley Planning Scheme. The community will be invited to provide feedback during a future consultation stage.

What is trunk infrastructure?

The Local Government Infrastructure Plan (LGIP) is a statutory document under the Planning Act 2016 that outlines Council’s approach to trunk infrastructure planning.

Trunk infrastructure refers to the major infrastructure networks that service large areas and multiple developments. In Lockyer Valley, this includes:

  • Transport – major roads and pathways.
  • Stormwater – drainage systems to manage runoff and reduce flooding.
  • Public parks and land for community facilities – spaces for recreation and community use.

These networks are essential for supporting development and maintaining community wellbeing.

Why does Council need an LGIP?

Council needs an LGIP because:

  • It provides transparency about how and where infrastructure will be delivered.
  • It enables long-term financial planning by estimating infrastructure costs.
  • It ensures infrastructure is provided in an efficient and orderly manner.
  • It supports sustainable growth by aligning infrastructure delivery with land use planning.
  • It provides a legal basis for levying infrastructure charges and applying conditions on development approvals.

Without an LGIP, planning for growth would be less coordinated, potentially leading to gaps in essential services and higher costs for the community.
