Planning Scheme Amendments
Adopted Amendments
The current version of the Lockyer Valley Planning Scheme commenced on 22 July 2024 and incorporates the following amendments:

Proposed Amendments
Below are proposed amendments under preparation in accordance with the Planning Act 2016.

Flood Overlay
Council adopted the Planning Scheme and the Temporary Local Planning Instrument (TLPI/2024) in July 2024. At that time, it was expected that updated flood risk assessments and flood mapping could be completed within a year. However, changes to National and State guidance on rainfall intensity, frequency and duration standards (i.e. Australian Rainfall and Runoff) and climate change requirements have come into effect since the modelling process began, causing delays.
Council is continuing to progress flood modelling. However, the modelling process is complex and time-consuming. Updates to the flood modelling, also require updated technical studies and supporting documentation. As a result, the updated flood mapping is not yet complete and will take further time to finalise.
To ensure development in the floodplain is regulated while the modelling is completed, Council adopted Temporary Local Planning Instrument 2026 (Flood Regulation) (TLPI 2026) on 15 July 2026. TLPI 2026 maintains flood regulation provisions until the updated flood modelling and flood risk assessment work is completed.
Once completed, the updated Flood Overlay and associated planning scheme provisions will be subject to a separate consultation process before being incorporated into the Planning Scheme.
